It's not very easy to say. I would suggest reading books in english in the first place. Nothing really education-oriented, just whatever you like. It should make your vocabulary better. Then, watching series or dramas in english (possibly with english as well). The last thing is to find yourself someone you can talk to, native person would be the best as she/he might help you with your accent ;)

Your question is easy but it is very tough to do, to speak English fluently you must know its base very well such as you must be trained to you must be learning English from your childhood. It is not a easy task but your parents must also help you for this.

Not only spoken to get a good spoken you must read books, you must know that alphabets, words clearly then you can try from starting also you must have some interesting in learning you will be in a high level speaking fluently.
