How state and center is described on minister based?

state minister is made by chief minister of particular state who given name to governor and governor select all of them . Ministry of state can share his activity to CM of particular state .Center minister is made by pm and appointed by President of .They give his project ,idea etc if it is good then it is given lok sabha where need 3/4 vote to full fill if it is money bill then goes to rajya sabha where it have to pass then the bill will be made as rule for every citizen of that country .
