Steam produces more severe burns because in steam the molecules have higher kinetic energy than in boiling water. latent heat of vaporisation of steam is more than that of boiling water

Water has high specific heat that is it can hold large amounts of heat
In order to convert into steam water takes large amounts of heat. Latent heat is the heat that is required to change state of matter but at that time temperature do not rise. So when it falls on skin it gives off all the heat + latent heat.
Simple water donot have latent heat but have only its temperature so causes less harm than steam
