Tap water conducts electricity since there are small amounts of calcium and magnesium salts dissolved in it, pure water ( distilled or deionised) has nothing at all in it that can conduct electricity.

topic :- conductivity

in oder to conduct electricity from any liquid the presence of metal or minerals is required.

as we know tap water contains minerals which are the good conducter of electricity which makes the tap water to behave like a good conducter.
