Let's check out our lacrimal system –– the system that produces and drains tears –– located around our eyes, and a little bit along our nose.

The lacrimal gland, when stimulated, secretes tears, which is brought to the space between the eyeball and the eye lids through a bunch of ducts. Blinking then spreads the tears across the surface of the eye.

The lacrimal puncta → ducts → sac (and) → naso-lacrimal duct, together drain tears by conveyed the fluid from the surface of the eye into the cavity of the nose. [This is the reason why an excess of tears can cause a runny nose.]

Now, once you know this, it is easy to see what happens to tears as they are produced:
Some of it evaporates between blinks. Some is drained through the lacrimal punctum, ducts, eventually through the nose. The excess fluid, if any, that did not go into the punctum will fall over the eyelid, which are tears you are talking about that come down from our eyes.
