The third tier of democracy marked the introduction of Panchayat Raj system in the year 1922. Wherein the simplest and the smallest size of governing body was formed.
A Panchayat is setup in every village of a bare minimum population of 500 or if it is less, a group of villages come together to form a Panchayat. The Panchayat is headed by the Sarpanch, Upsarpanch and a government officer ( Gram Sevak ).
This step marked the largest positive outreach towards the expansion of democracy. Here, even the remotest village can be effectively brought under effective governance.
