One of the major compromises in the Constitutional Convention was between the small states and big states. The small states wanted each state to have the same number of representatives in Congress. The big states wanted representation based on population.
Under the New Jersey Plan, all states would have been equal in power, which would mean the smaller states would be relatively more powerful. Thus the Compromise can be said to have benefited the largest state (Virginia) the most, by giving it the most overall power, especially compared to absolute equality.
