People believed that divided power would hinder quick decision making and enforcement of law and order. But these notions have changed with the emergence of democracy.

Since the very essence of power sharing involves the division of powers between different organs and levels of the government, different communities, and different political parties and pressure groups, we can say that the idea of power sharing has emerged in opposition to the notion of undivided power.
