How the office memorandum decided aand by whom ?

Basically the office memorandum comes from the manager of a company. It can be from lower, middle or highest ranked manager. The purpose is to circulate the information. As the new objective is decided by the highest ranked manager it is circulated at lower levels simultaneously.
