1. No single community can make
decisions unilaterally based on
linguistic or any other basis.
2. Some powers of the central
government have been given to state
governments.
3. There should be equal
representation/ representative in the
central
government.
4. Apart from Central and State
government, there should be a third
kind of government. (In Belgium, that type of government was community government based on language but in India, it is third tier of government, panchayat or municipality).
