It may be because of the reason that more skilled people that is people with a better quality are able to perform better because of their higher productivity. The number of people does not define their productivity.Thus large number of people may not be able to produce as much as the people who are more productive yet less in number. Though we can provide skill to that large number and convert it into a better asset .
