how the questions asked by someone can become the brainliest questions??

If someone asks a question then two people start answering them..after they complete answering the question,the one who had given the questions looks for the best answer and when he/she finds the perfect one then among the two he/she can choose the brainliest answer by clicking the option present there..
thus the answers become brainliest..
