actually if we take example of clothes than we will notice that they dry much faster on a sunny day rather than a humid day.So,we can say that rate of evaporation decreases due to humidity.

The rate of change of evaporation is inversely proportional to the humidity. It means that when humidity increses the rate of evaporation decreases and when the humidity decreases the rate of evaporation increases.So,the rate of evaporation decreases on increasing humidity and increases on decreasing humidity.
