In all likelihood money lenders will not register themselves or go to the banks for loans because they are flush with funds. They are happy with the present system and would not like to come under official scanner. Some may use proxies for registration and to deal with the banks, while continuing the current practice with impunity. Therefore, controlling the rate of interest charged by moneylenders by fiat will just remain on paper.
