how the stock of renewable resources make it affected by our overuse? Explain with some suitable example​

for example, when there is a plenty water in a village to their wanted needs.they just use and waste water.they do not care about water because there was more stock of water.but in another village there was no water.the Panchayat releases water just once in a week ,then automatically the villagers will not allow the water to be wasted .
