3 factors are considered for measuring the value of resource - 

1) It needs to be Economically Feasible i.e. affordable ,

2) Technology acceptable i.e. can be used by everyone

3) Culturally accessible i.e. available to each group without discrimination.

All these features are required so that it can be used in a judicious manner and can be preserved by all the various groups using it.
