Answer: It is false because if the surface is rough the force of friction acting upon it becomes less...

For eg: I am moving an almirah on a smooth surface, the almirah will move without any obstruction but if I am moving an almirah on a rough surface I will be facing obstructions which is not allowing the almirah to move easily...
