Time is relative” means the rate of change of time is not same for every frame of reference. Two people sitting in two other frames of reference can measure different rate of time, i.e. one's clocks can tick faster than others or vice-versa.

Why Time Is Relative,

In Einstein's theory of relativity, timedilation describes a difference of elapsed timebetween two events, as measured by observers that are either moving relative to each other, or differently, depending on their proximity to a gravitational mass.
