i know that the figure i have not given but i just want to know the process of adding. can we add an inequality and equal to sign.

Yes you can add; the inequality sign will remain as it is.
So, if PQR>PRQ and QPS=RPS,
then you can add them and get PQR+QPS>PRQ+RPS. This is cause if you cancel out the equal angles from both sides, you'll still get the original inequality.
