Go to google and find gifs then right click the gif you like then click save as then save the gif in your device using any name but you should put ".gif" at the end. Then the gif will be saved in your device than copy the gif and paste in your ppt slide. The gif image will not move if you don't do the slide show. If you don't know how to slide show use F5 key on your keyboard and it will be slide show and find the slide where you have put the gif and see if the gif is moving.

I mostly use gif in my ppts so at the beginning i had the same problem so i learnt it from youtube.
