We should not add water to the concentrated nitric acid for making a dilute.

1 At first we will take a concentrated nitric acid solution.

2. Then we will take a water and a spoon.

3. Now we will add concentrated nitric acid solution in the test tube which contain water and slowly steer it with the spoon.

4. Finally this will make the solution dilute

we should not dilute the conc. nitric acid by adding water to it rather we should take water in a beaker then add the conc. nitric acid into it slowly with stirring to  avoid splash outs.

its represented as follows:

HNO₃(l)    ₊   H₂O(l) →   H₃O⁺(aq)    +    NO₃⁻(aq)
