Answer:

Marshadow

There are a few different things that make Marshadow able to overcome most offensive Arceus builds. First off, it’s Ghost typing means it’s immune to Extreme Speed, so Arceus’ priority move is not able to be used to make up for it’s speed.

Speaking of speed, Marshadow has a 125 base speed, which is higher than Arceus’ base 120 speed, meaning that Marshadow will hit first. Marshadow also has perfect neutral coverage with it’s STAB options. So there is no plate that Arceus can hold that will make it resistant to both Ghost and Fighting type attacks.

One of the common Arceus tropes is the Extreme Killer variety (based on not holding a plate and getting a STAB boost to Extreme Speed). Here’s how that stacks up to Marshadow:

252 Atk Life Orb Marshadow Close Combat vs. 240 HP / 0 Def Arceus: 424-502 (96.1 - 113.8%) -- 75% chance to OHKO

75% chance to knock out Arceus in one hit. In return, this is Arceus’ strike back:

252+ Atk Arceus Shadow Claw vs. -1 0 HP / 4 Def Marshadow: 284-336 (88.4 - 104.6%) -- 31.3% chance to OHKO

(-1 due to Close Combat defense drop) So a 31% chance to strike back and win in one move. It’s certainly possible, but the odds are stacked in Marshadow’s favor here.

Two other common types of Arceus are Steel and Fairy. Steel is weak to Close Combat as well, making it susceptible to the OHKO as seen above. Fairy however is where Marshadow fails. Unless someone is carrying Iron Head on their Marshadow for some reason, and Marshadow gets two max damage hits and a flinch, Marshadow will not win against Arceus-Fairy

252 Atk Life Orb Marshadow Iron Head vs. 252 HP / 4 Def Arceus-Fairy: 190-224 (42.7 - 50.4%) -- 1.2% chance to 2HKO

0 SpA Pixie Plate Arceus-Fairy Judgment vs. 0 HP / 0 SpD Marshadow: 330-390 (102.8 - 121.4%) -- guaranteed OHKO

Against most other offensive-oriented renditions of Arceus, Marshadow either outright wins, or has the odds in it’s favor. Against defensive-oriented ones though, the combination of Recover and Toxic along with considerable bulk, make Arceus difficult/impossible for Marshadow to take down.

On a side note, this is also where a lot of people fall into the trap thinking that Arceus will easily succumb to FEAR traps and the like. Endeavor has 5 PP, and can max out at 8 PP. Recover has 10 PP and can max at 16 PP. So a smart Arceus will just stall out a FEAR opponent. Or, if they have Extreme Speed, will out priority them on the subsequent turn. Toxic has no effect on Poison and Steel forms of Arceus. Steel Arceus also benefits from not worrying about Sandstorm damage.

As many ways as there are to counter an Arceus, there are just as many ways for Arceus to counter that counter. This is one reason I have consistently held that it is the best strategic Pokemon out there. Not because it’s great at one or two things, but because it’s good enough at everything.
