First you need to pass 12th class. Then you could study degree in fashion design. There are many institutes and colleges giving such degrees. There are national institutes of fashion technology (NIFT). These are accredited institutes. Perhaps there are entrance exams and other prerequisites.
There is a National Association of Arts and Design. There are many colleges associated with it and giving education in fashion design. So check out their site and information relevant.
Another alternative, contact a good fashion designer, and take training on job or otherwise. It is possible that you need to do apprenticeship and project work. It is a hardwork combined with intelligence as well as artistic show.

To be a fashion designer, you will need to have a good eye for colour and shape. You'll need skills such as pattern-cutting and sewing. You'll also need to able to spot trends. You will usually need a relevant higher education qualification, such as a foundation degree, HND or degree to be a fashion designer.
