In order to hold the rank of a commissioner you have to join the Indian Police Service (IPS). Firstly you have to sit for Indian Civil Services Examination from which IPS officers are recruited. Then after a 2yr training period you’ll be posted to a respective state.

After passing out you’ll be joining in the rank of Deputy Superintendent of Police or Assistant Commissioner of Police (Similar position under a state government). Then you have to go through 7 positions to ultimately reach the rank of Commissioner of Police / Director General of Police.
