Total no. Of electrons in l=4 is given by 2(2l+1)..= 2(2(4)+1) = 18. Now maximum no. Of unpaired e can be 9 and minimum can be 0. Spin multiplicity is given by 2S+1 where S=n/2 {n= no. Of unpaired e}. So maximum spin multiplicity would be, 2(9/2) +1 = 10 and minimum multiplicity would be 2(0)+1 = 1 .
