You will need to add the frequencies occurring before the taken frequency.

Cumulative frequency table for less than ogive:

3 + 4 = 7

3 + 4 + 8 = 15

3 + 4 + 8 + 1 = 16

3 + 4 + 8 + 1 + 5 = 21

3 + 4 + 8 + 1 + 5 + 9 = 30
