Suppose that A’s velocity is u and B’s velocity is v.

This is with respect to some reference frame which is supposed to be at rest.( usually we).

The relative velocity of B with respect A , means A is at rest and observes B’s velocity.

The relative velocity of A with respect to B means, B is at rest and observes A’s velocity.

Hence, to find the relative velocity of B with respect A, we should stop A. For that we apply a negative velocity u ( -u) on A. Now A stops. But the same must be applied to B also..That is B’s velocity is (v-u). The relative velocity of B with respect to A is ( v-u)

Similarly, the relative velocity of A with respect to B is found by stopping B.

The relative velocity of A with respect to B is ( u-v).
