This may help you in having some idea:

1. Find out the nominal composition of the glass.

2. Find out its molecular weight based on the nominal composition.

3. You can easily find out the amount of SiO2 required for 60 mole%.

4. Now, 208 g TEOS gives 60 g SiO2. By this logic you can find out amount of TEOS required (say weight of TEOS is x g).

5. Do this calculation for all the other reagents and find the total weight (say y gram).

6. So wt% of TEOS is x/y*100%.
