nitrogen is the 7th element in the periodic table.when you learn the order of the elements,the atomic number will also come in order in continuous numbers.thus 7 is the atomic number of nitrogen.
now to find its valency,arrange the electrons in a shell diagram.you will get the electronic configuration as 2,5.now to make the outermost shell stable,we must either add 3 or remove all the 5 electrons.so adding 3 electrons is better.thus the valency of nitrogen is 3.

The atomic number of Nitrogen is 7 and its electronic configuration goes as follows
1s2 2s2 2p3.
From the above configuration and picture it is seen that the p orbital is filled by 3 electrons. To make stable configuration one of the following can be done
1. Addition of 3 electrons to make p orbital stable
2. Removal of 5 electrons from the above configuration and keep only 1s2.

Thus the valency of Nitroge in 3, 5.
