1) Change SAID or SAID TO into ASKED (enquired).

2) Change Personal Pronoun, tense and Special words.

3) Remove commas, quotation marks and question marks.

b) He said to me , "What are you doing here?"

4) In yes / no questions conjunction word THAT is changed into IF or WHETHER.
