The best way of testing whether boiled rice contains starch or not is to test it with iodine.
If you add iodine with a sample lot of boiled rice then the rice will turn blue black coloured after coming to the contact of iodine.
This happens due to presence of protein in the starch.

Here is how to check whether rice contain starch

Take a Boiled rice and add some iodine in it, when we add iodine in it then the rice Will appear blue black.
when we see the Blue black colour in it then the rice has the starch.
