There are two institutions namely UNDP and World Bank...

Both have there own measures of comparing...

1. UNDP compares by checking the overall development of the country which includes literacy rate, sex ratio and others

2. World bank compares by checking the annual income of the country.

3. UNDP ranks the country as First, Second and third.

4. World Bank Ranks as Developed, Developing and Under developed.

Hope it helps....

Hey there!

CRITERIA USED BY WORLD BANK:

>Per capital income:comparison of average income that is, total income divided by total population of 2 countries.

CRITERIA USED BY UNDP:

> Health status of the people leaving in a country

>Education level of the people living in a country( literacy rate)

>Life expectancy: average expected length of life of a person at the time of birth.

>Per capital income.

Hope it helps! :)
