Draw AB horizontally of some size. The draw a perpendicular bisector of AB as COD. AB and CD intersect at O. Extend AB and CD towards the right side.
Using compass, draw an arc from O with a radius 6.5 cm to cut OB at E. Using compass draw an arc from O with a radius of 8.2cm to cut OC at F.
Now with the radius of 8.2cm and with E as the center draw an arc vertically above E. Now with a radius of 6.5 cm with F as the center, draw an arc in the horizontal direction, to cut the arc drawn above.
So the intersection will be G.
OEFG is the rectangle you want.
