1)draw acircle and take a point P outside d circle
2)through p draw a secant PAB which intersect d circle at A and B and extend it to C in opposite direction of AB such that PC=PA
3)bisect BC and take its midpoint as O. draw a semicircle with center O and radius OB (or OC )
4)draw PD perpendicular to BC which intersect d circle at D
5)with center P and radius PD draw two arcs which intersect d circle at points M and N
6)join PM and PN thus PM and PN are d required tangents
