1)Do Chlorination of ethane under UV and excess ethane.
2)Then use strong base like Potassium Ethoxide (RO-K+). This gives us an alkene.
3)Then do reductive ozonolysis. Using Ozone in first step and then Zn dust and water. You got formaldehyde.
