These are the steps. You'll have to work out the formulae yourself.

1 Nitrate to get nitrobenzene
2 Brominate to get m bromo nitrobenzene
3 Reduce with say Sn/HCl to give m bromo aniline
4 Diazotize with sodium nitrite/HCl to give diazonium salt (not isolated)
5 make alkaline and warm to displace N2 giving the phenol.
