You can replace alpha hydrogen of propanoic acid by chloride by reaction with chlorine over red phosphorous (Hell-Volhard-Zelinsky reaction). Following this, acid catalyzed hydrolysis of the formation 2chloro pronanoic acid will give you 2 hydroxypropanoic acid.
