first do ozonolysis of propene then the product produce from ozonolysis is acetaldehyde and formaldehyde.
now, reduce acetaldehyde by using Na-Hg +H2 then ethyl alcohol is formed.
now, ethyl alcohol react with 95% conc. H2SO4 at 473K dehydration takes place and ethene is formed.
CH3-CH=CH2 + O3 = CH3-CHO + HCHO
CH3CHO + H2 = CH3-CH2-OH
CH3-CH2-OH = CH2=CH2
