first of all we know that 1 litre = 1000 ml 
so, 
a)1 l = 1000 ml
x l =  4500 ml
4500×1÷1000
4500 ÷ 1000
here we are cancelling two zeros 
so,
45÷10
9÷2
4.5 = x
b)1 l = 1000 ml 
x l = 1500 ml
1500 × 1 ÷ 1000
1500 ÷ 1000
here also two zeros cancelled
so, 
15 ÷ 10
3÷2
1.5 = x l
c) 1 l = 1000 ml
x l = 1150 ml
1150 × 1 ÷ 1000
1150÷ 1000
here one zero is cancelled
so, 
115÷100
1.15 = x l
d) 1 l = 1000 ml 
x l = 21100 ml
21100 × 1 ÷ 1000
21100÷ 1000
here also two zeros cancelled 
so, 
211 ÷ 10 
21.1 = x l
e) 1 l = 1000 ml 
x l = 2025 ml
2025 × 1 ÷ 1000 
2025 ÷ 1000 
2.025 = x l
now i kept two zeros that will cancel from numerator and denominator
