☆ First go to Insert and in the additional options click on Timeline option and choose the Layer option.

☆ After clicking the layer option then click on edit bar at the left side below the timeline.

☆ Give a right click on your mouse on the option 'existing layer', and after getting a option for Insert Layer.

Now your done! Your added a new layer.
