How to create a rhombus PQRS with PR=7cm and QS=4cm

I have drawn a rough diagram ⤴
Here's your steps of construction :-
1. Draw a line segment PR of 7 cm.
2. Draw a perpendicular bisector of line segment PR.
To draw a perpendicular bisector :-
Put your compass on point P, take more than half & draw an arc.
Using the same measurement put your compass on R & draw another arc cutting the previous arc.
Do the same on the opposite side.Now join both the points.
3. Put your compass on point O as shown in the figure draw an arc measuring 2cm & do the same on opposite side.
4. Now, join PQ, QR, RS & SP.
Your rhombus is ready ;-)
