There are various sites those who make websites . Google also have the facility for making webpages. I don't suggest google websites because the templates are quite old.

If you want to create a simple webpage and you don't want to publish it you can do it on notepad.

If you want your own website you can make it on wix.com 
In wix.com website creation is very easy(Drag and Drop) 
In wix you will also get an option of free and paid
