Hi Friend !!! 
You can contact any moderators to delete your account.
But only a few senior moderators and admins can delete accounts. Other moderators can send the account for deletion to seniors to delete !!! 
And remember, don't order or requests moderator to delete some other user's account ... you can just complaint moderators what they are doing !! Moderators will take action !!!
It will take some time to delete the account. So don't panic with moderators !!!
