How to determine/check the quality of seeds? Or what are the ways to find the quality of seeds?

If u keep the seeds in water u will find out that some seeds are floating while some are sink at the bottom. So the seeds which are floating are poor quality seeds and which are sink at the bottom are good quality seeds.
