How to determine electronegativity of an element using periodic table?

Hello Dear !

Electronegativity scale based on bound energy was given by pauling on this scale E.N. of F is 4.0 
O = 3.5 , N = 3.0 

Mulikan Scale : On this scale , Electronegativity , X_mullikan is given average of I.E. and E.A. of atom . 

Xm = I.E.+ E.A./2, where  IE and EA are in eV atom⁻¹
