Correct to means that even if it is 0.1, you'd still round up. This is used in circumstances where for example if someone was rounding money and some equation gave you a little bit of a cent, it would make the most sense to give them the whole cent.

Rounding of means whatever it is you go down, so even if it is 0.9, you'd round up. This should be used in circumstances such as seeing how many people can fit on a ride, and if half of a person fits but not the other half, the entire person doesn't fit.
