I will explain you with the help of examples
in case of 8 it is more than 5 so we need to add one in tens place and in ones place 0 so 8= 10 - rounded off value

it is less than five so you will not add one to tens place. that is only zero will be there in ones place. so 4 = 0- rounded off value
