Yes,zero is a rational number because zero can be written in the form of p/a where p and q are integers and q is not equal to 0.

For example:-

1. \:  \frac{0}{1}  = 0

2. \frac{0}{2}  = 0

3. \frac{0}{3}  = 0

Hence,0 is a rational number.
