here's your answer
draw a line segment as long as you want
open your compass more than half of the line segment
point the compass at one end of the compass and mark an arc and againt point the compass at another end of line segment (mark the on both upward side and downward side)
join the arc
now the line formed by joining the arc is the perpendicular bisector of that line segment.
