take the breath as 5.14 approx cm and length as 7cm. the area thus formed of the rectangle would 36sqcm

If one side is 7cm and the area is 36 cmsq, then the other side must be 36/7 = 5.1428...
(area of a rectangle = length × width)

So draw a rectangle with one side 7 cm and the other being 5.1 cm.

7 × 5.1 is approximately 36

You cannot draw 5.14 cm with a scale and your hand, so draw it 5.1 cm.
